I worked for the Chinook Country Tourism Bureau when this attraction was installed. The gauge was originally at the Brewery Garden near the northwest entrance to the city, but was relocated to its current spot several years later, which may account for the confusion about its location.
It was originally designed to be a working wind gauge, but the strong winds in the area (I've personally seen 110KM gusting to 170KM) raised concerns that it might whip the giant ball around and hurt someone, so it was welded in place.

Lethbridge, Alberta is known for having a lot of wind. Located a few miles outside of the town in fact is a very large wind farm. According to the town's website, Lethbridge is also a place which experiences a "Chinook", which is a warm western wind which occurs during the winter.
For their centennial, the Royal Canadian Legion funded the erection of this giant wind gauge. The gauge sadly does not work, as the ball is welded to the ground (probably to hinder tourists from riding on it as if it were a tire swing). Still an impressive little local landmark.
